A government led initiative, designed to speed up the process of buying property in England and Wales. Under the old system the buyer (and their solicitor, surveyor and building society) were responsible for ensuring the property was a suitable purchase. The introduction of HIPs shifted the onus to the seller and it is now illegal for a vendor to offer a property for sale without having commissioned a HIP.
The HIP must contain a number of statutory elements including, an Energy Performance Certificate or EPC (similar to that displayed on electrical goods), local authority and drainage search, land registry plan, proof of title and an index of documents.
